Do not add any dependency to debug packages. It is hard to find and add the real dependencies of the debug

package. When a debug package is tried to be installed, many unnecessary dependencies are coming with the 
package.(ex. kdebase-workspace, glibc-debug-info)

So now we are saying, any debug package is used by a person who knows what he/she is doing.
