Do not add any dependency to debug packages. It is hard to find and add the real dependencies of the debug
...
package. When a debug package is tried to be installed, many unnecessary dependencies are coming with the
package.(ex. kdebase-workspace, glibc-debug-info)
So now we are saying, any debug package is used by a person who knows what he/she is doing.

Check for reinstalls as in install_pkg_names
...
This is actually added for YALI. YALI now gives all the packages with
their full paths. But when an exception happens and retry is selected
from YALI, to continue the packages where YALI left pisi has to check
the list and should not install the already installed packages as done
in install_pkg_names.
